Red flashing 'link' light on NBN box

I rebooted the NBN box but it won't come back up. It was working fine previously.

The link light (the one that looks like chains) flashes blue for a while then starts flashing red. I can hear a relay clicking.

The other 3 lights are blue.

There are no outages reported in my area.

I tried leaving it off and unplugged for an hour.
