Regarding nbn Installation

I joined TPG nearly one month ago, they sent me nbn technician 2 times to install nbn service but he said there is no nbn hub inside the unit so he left.

He told me to contact my landlord and ask him to hire a private technician to fix this issue. We are here in this unit for just next 4 months and my landlord is not accepting this issue. How do I fix this issue as TPG has already charged $100 for nothing and I am on 18 months contract
