Upload Speed Extremely slow on one computer

It's very unlikely that the switch to NBN have caused the issue and singled out one of you P.C.

Have you tried to check your upload on Safe mode with networking?

Thanks for all the responses everyone although i would have rather avoided it i ended up installing windows 10 which worked as a solution to the problem and now my upload speed is working as normal
