Very slow NBN 100 plan

I've just signed up to TPG NBN100 plan and Im getting about 17mbps download and 1 upload. This is extremely dissapointing. Is there anything I can do to try and speed it up? Even a NBN50 plan seems way overkill for what I can actually acheive.
