Who does one need to see around here to get some answers?

I asked yesterday if my connection has been throttled.

I spent all night trying to figure out with my ADSL 2+ connection is only restrictied to speeds of 550kbs?

Its not my end as we tried ethernet cables and wifi with both results being poor and under 500kbs.

I can even use the speedtest as it wont load up.

Again, could someone please repsond.
