I got on the front foot and paid for the 90meg plan before the Covid19 hit.
Why can i only get speeds, even off peak around the 25meg mark? Can i pay 1/4 of my bill, because that is all that you are offering me speed why and not what i am paying additional money for?

your sync speed is faster than your plan,
I am pretty sure, looks like wifi Issues,
please connect your PC or laptop by Lan cable run the speed test
Also if you modem nearby always use 5G wifi,
if your modem far from your devices, definitely you may experience slow speed
WIFI still got limitations. Like walls, distance, neighbours wifi frequencies.
one of the standard issues is poor wifi adapters(Hardware on phone and streaming devices and PC etc.)
please do your testing
