I recently upgraded to a new plan (not on this account, but still with tpg/nbn), and it would seem the download speed is exactly the same, i think the speed is spread out throughout the users, and i would like to know is there a way to stop that?

Have you tested the speed with only 1 device connected?
If not, try it first for comparison.
