mobile network issue

Hello again,
I left a country without suspending mobile service. But nothing works. It was because I did not activate roaming, so I called to my relatives to do that. TPG replied:
Completed transaction: Bar All Roaming Calls disabled

But I still can't connect to the local mobile network. I tried automatic and manual network selection - didn't help.
Could you name TGP's (vodafone's) partner mobile operator in Russia. I'll try to ask help in their office.

Let us also have your mobile number of Customer ID via private message and we'll check your service.
