I've manage to locate your account and ran remote tests on our end. The results were inconclusive and in fact, the line speed that you were getting is within range based on your distance from the local exchange.
There is a possibility that we may be dealing with a wireless connection issue. You may check the actual line speed by connecting your laptop/PC directly to the modem using an Ethernet cable and run a speed test.
