FTTN speed not correct and VOIP not working

Just completed FTTP conversion.

I chose 100 down 20 up
Only getting 26 down (19 up OK)

Urgent prroblem  is VOIP not working in or out.
VOIP light on NDT not showing

ATA dial tone IS present so connections this end OK

UPDATE for mods.

I've spoken to technical at TPG and after tests and discussion (very helpful and courteous) they have escalated to engineers.

Unfortunately the system needs checking!
Received email saying techops re dealing with it,.

Replied with helpful notes, using techops email adress supplied..
Bounced 'recipient rejected'!
