Landline can't call out

Hi just got a landline due to mobile reception issues. TPG helped set up phone. We can receive calls but can't make calls. There is a dail tone but after entering the phone number we wish to call we always get an engaged tone. Have we missed something in the set up process? Can anyone help? Thanks
