Overseas calllers getting message unable to connect to this service OCA 0163

Hi

Callers from England are unable to reach me via their landline, they still can from mobile. They get a message saying unable to connect to the service and the code OCA 0163.

Please help, my 85 yo mother can't reach me and she's getting very distressed about it.
