Unable to make outgoing voip calls

I am on NBN FTTN 50 with Voice but am unable to make any outgoing calls.  I can receive calls but when I attempt to ring any number (local or mobile) I receive message "the number you have dialled is not available from this service".  We don't often use it so I am not sure how long this has been happening for
