You would need to hire a registered cabler to connect phone points or extensions performance of unauthorised telecommunications customer cabling work is an offence that may be addressed by a telecommunications infringement notice.
A more cost effective option would be just to use a base station with multiple cordless handsets and plug the base station in the modem's VOIP port.
