My internet works fine. When I connect to the phone jack on the modern I get a "engaged" noise. When I connect to Uni-V 2 nothing hapens. The "engaged" noise remains.

What troubleshooting have you performed so far? Engaged Tone of the VoIP can usually be fixed by performing power cycle to the modem/router.
If the issue still persists, send us a Private Message with your account details (Username/Customer ID together with the address on file) to proceed with futher investigation.
