Installation of Archer AC1600 VR600 to NBN

I’m trying to install and all appears to go ok until the Connection Test.
Despite trying different cables in case one is faulty, I keep getting ‘Internet not connected. Please check if your phone cable is properly connected’.
If I pick up the phone I get dial tone, but can’t make a call - always engaged tone.
