No NBN Connection Box

I have recently moved to an apartment and was told to take my existing modem with me but leave the NBN box, which I did. There is no NBN Connection box at this new address despite being told by a TPG representative it was available.
How can I arrange delivery of a NBN Connection Box. I've tried all 6 RJ12 points in the apartment, no internet.
