Only the power light and the blue link light are on on my nbn Connector, the modem has 4 green li

Level 2
The nbn connector has only two lights on, the blue power light and the blue link light. The modem has 4 green lights, the power, the 2.5 and 5 G lights and WAN light. There appears to be a problem with the FTTC fibre optic cable, as I have powered down and powered up in accordance the instructions. Who do I contact?
