`is my TPA modem unlocked?

I have got the TP-LINK Archer VR1600v Ver: 2.0 modem with serial number: 3198105003988

May i confirm whether my modem is unlocked to other service provider.

The Internet connection feature of the modem/router we provide should work with other ISP but the VoIP will only works with TPG connection.
