I left tpg to another isp. As my TP-Link Archer VR1600v was customised by TPG, it does not have telephony function to set up voip. Can you please help?

The firmware of the TPG provided device is set to work with the TPG VoIP service.
You have the option to flash the current firmware and install a new one from TP-Link.
You can search for some instructions on how to perform it at your own discretion.
