FTTC Installation|/Billing

Hello there. I have received my wifi router and NCD. I'm currently waiting for the installation process as I've moved house.
1). Now the installation process can take from 2-30 days but I wanted to know if the process takes up to 30 days will I still be billed for the service even though im not actually capable of using it?
2). And to get a further understanding of the installation process is this a NBN Co or TPG procedure that has to finalise the installation?

You can also use Mytpg mobile apps for installation progress, billings and other troubleshoot issue.

There is appointment booked for NBN tech, he will come and investigate the fault for you,
