I have just received my modem to set up NBN FTTC but I have not received a NBN Connection Device. Is there meant to be one with the Modem sent by TPG? There has not been NBN connected in my apartment previously.

For NBN services, there are what we call Service Class types which determines the readiness of a service address. This means an address can be remotely activated as all the equipment is available; whilst some still needs a tech visit.
