Nbn installation not complete

Hello.
I have connectedthe Nbn equipment as per the guide and the lights are still blinking.
I have tried twice to call TPG today and have waited on hold for over 90 minutes and haven't been able to get anywhere.
Is our installation completed or still in progress?
