cable is not physical ly connected

my area only become available to nbn this year but the nbn cable on the street is not connected to my house. the TPG technician came to my house and said there must be a digging and trenching for about 12 meters in order to connect the cables. therefore installation cannot be finished. Who should I ask for this kind of service?
