13/1300 numbers

I connected my 81 yr old father to TPG Prepaid, the $19.99 per month plan states calls to 13/1300 calls included.  When he tries to contact RACQ or QToll on 13 number's it does not connect, Why and how do we fix.  This is a safety issue for my dad, if his car breaks down he cannot contact RACQ and will be stranded. Not good enough...
