Can't call or send message, only data and receive message

I have been having issues since few months ago.

I cannot send or receive calls and I cannot send SMS. Sending SMS shows error 28.

I can receive SMS and uses mobile data. I have checked on other phone using this SIM and there is same problem. Please help
