International roaming and SMS

I am trying to organise International Roaming on my phone so that I can get SMS messages from my bank when I login. The bank has 2FA 

The country is not listed as part of the countries which will receive SMS and Calls when overseas.

I made sure the device (Galaxy Z Fold) has roaming turned on and turned International Roaming on.

Yet I cannot receive or send SMS messages. The countries are Greece and Cyprus.

Is there a way to enable SMS messages to these countries?
