Need plan to change asap not wait 3 weeks to do so

I am overseas at the moment and changed my plan to the international data and roaming $30 plan. They said it is going to take 2 to 3 weeks to do so. How does this take this long? I need the plan instated now. Unable to contact TPG, sent them an email. Not sure what to do now.
