Unable to make calls or sending texts using global roaming

I activated global roaming prior to leaving AU and I'm now overseas. Global roaming isn't  working after 3 days of attemts. I have already done the following:

-activated G/R on TPG website prior to leaving AU

-turned off flight mode

-turned phone off and on once in overseas destination

-turned on global roaming on my iphone once in overseas destination

-completed a hard reset in overseas destination

-connected to network successfully in destnation country

-activated dial assist in phone settings

-topped up mobile plan with $200 credit prior to leaing AU

-called TPG on a landline using overseas number from hotel and got placed in a queue
