What happens if you don't active SIM or cancel?

My SIM order was taking ages to be dispatched, so I requested the mobile specialist to cancel the order and issue refund because I could not wait anymore and that I was going to purchase a SIM from a different provider - he said he would comply and proceed with the cancellation. Lo and Behold, within 2 hours got an SMS that my hardware has been dispatched. That's the last update I got on Wednesday and since then there's no tracking update and it's still waiting to be picked up from sender.

 

Most appalling mobile service I've ever used and will never recommend to anyone. What happens in terms of billing if don't active the SIM once I recieve it? Will I be billed next month?

I have received the SIM today and disregarded as suggested. When will the canceltion and refund take effect?
