Welcome to the community, thanks for raising this to us.
You may perform manual configuration to the modem/router by simply connect the notebook via Wi-Fi on TP-Link's default Wi-Fi network name and password, this can be found on the sticker/label of the device.
Once its connected you may follow this thread on how to setup the modem.

I have reset my tplink modem, model number vr1600v. I need to try and re configure it without an ethernet to notebook connection. Shall I keep trying?? Or call tpg tomorrow?? 😒😒
