Inconsistent NBN download speeds

Hi there, I've just upgraded my NBN plan to NBN FTTN 50. Just tested using TPG speed test online page shared by Manuel.    Here's what I've observed, the speed varies from 39Mbps to as low as 14.2 Mbps. Can you please let me know why it is so inconsistent?
