Arris CM8200 Online light continually flashing

My Arris CM8200 modem's Online light has been contually flashing today. The Power, Upstream, Downstream lights are all green, I've reset the modem as well - changes nothing. This occured the morning after NBN scheduled maintenance in our area several hours before. Question: if the Arris modem is malfunctioning, is this NBN's responsibility to replace, and if so who do I contact?

Yes, it is NBNCo's responsiblity to replace the NBN box, but TPG will perform assessment to request it for you. Send us your account details (Username/Customer ID together with the address on file).
