Constant buffering on some Twitch streams - error w/ routing?

I'm facing an issue where I'm unable to watch some (unaffiliated) Twitch streams due to constant buffering. I ran a tracert live.twitch.tv and run into Destination net unreachable. Trace routes to other domains/IPs work as expected and my internet is otherwise functioning fine. This was not an issue yesterday, and I first noticed it at 12pm today (5 hours ago).
