Ok, so I am impressed with the tech who assisted me.
The issue was identified as QoS enabled on the D-Link 2885A router.
Disabling QoS restored the upload speed.
Ran the speed test from a laptop connected via Ethernet cable (no WiFi).
Any thoughts as to why I am getting poor upload speed?

We were able to locate your account using your community details and have run some remote test.
We can see that the modem is getting a good sync speed with 40.95 Mbps Upstream so the result of your speed test is a mystery.
