High ping and slow internet even with ethernet

Hey so I have been using TPG service for a little bit more than 2 years and even though my PC is connected via ethernet cables to the router, I've been getting slow download speed, ~1-2 mbs and very high ping, around 200 and often time a 700-1000 average, which I thought was impossible with ethernet. So does the problem lies with the ISP or is it my cables/router/etc. ? I live in Killara for reference.

Are you under an ADSL2+ service or NBN? When you tested the speed of the internet, where there any device connected along with your PC? Are you able to test your speed again with only your PC connected? Is the issue time specific?
