Internet not working again and again had two trials with two technician over phone

Internet dropped out frequently and it is became worse when we move to higher tier plan. Had tried multiple times when start downloading from YouTube the internet dead straightaway. I guess these is throttle at tpg software end. Brought this issue to tpg and had two different technicians tried to fix the problem through phone, no luck. Had no idea what to do now as almost tried every methods. If it is issue with tpg end to limit my download, well, 500mb video from YouTube, then may be it's time to move to other provider which is more generous.

We've tested the line, but was not able to detect any fault within the network.
