Internet randomly drops Internet

At random times of the day my Internet will randomly drop for up to an hour. Then settles down. I swapped the modem over for a new one and problem persists. My NBN has not been upgraded.

Since we know that it is not the modem issue, then we test the line if there's any fault causing the dropouts.
