NBN Connection is unstable throughout the day but consistent during the evening

During the day 8.00am to roughly 5.00pm my NBN connection will drop out from the NBN device (not the TPG modem) for 10-20 seconds and then come back and be normal again,

This happens maybe 3-5 times a day
