NBN100 SLOW SPEED!!

I recently changed my plan from NBN50 to NBN100 but when I tested my speed, I was only getting 18.2Mbps!! and 4.1Mbps upload. Can you please help resolve my issue. I have tested it through cable and wireless and still getting really low speed for what i pay for. I have attached a screenshot for you to see

NOTE: I have also restarted my router/modem many times to no avail
