Same here. Tried hotspotting off my phone. Still can't send. Turned modem off then on. Turned ipad off and on. Reentered password which has always been same
Tried sending on my phone using tpg account and won't send either
I fixed it MYSELF by going into email settings and adding another smtp as -
themessagingco.com.au
ugh two hours wasted pulling my hair out

Is it My Account, or Post Office, or mail client?
Finally fixed at about 4.30
For many years, from time to time one of the mailservers fails and this message appears. It comes good after a while.
