Struggling to upgrade plan

Hi, I’m wanting to upgrade to $49.99 plan. When I try to do it on the app it says “unsuccessful”. I have called TPG 4 times and each time they confirm the upgrade order has been placed and will be active in 2-24 hours, but it doesn’t happen.
Perhaps error relates to my recent change in service address?
Please help!
