Why was I charged 4 days ago and the speed still shaped

I called 4 times, on the phone yesterday for 1 hour to request upgrade. I was transferred to 4 different people and still no one can solve their system issue. They told me they are monitoring the issue. Meanwhile I have been charged for the wrong plan and still have no internet (shaped speed).
