plan upgrade

Hi everyone!

Perhaps I'll rephrase my question.

If I upgrade my NBN plan from boost (25mb/s) to NBN50 and the exchange/infrastructure doesn't let me get anywhere near those speeds, will I be able to revert back to the lower speed plan without penalty?
