Cannot share hotspot

Hi can I know I just apply new sim card and I put it on my iPad and from iPad I want to share the hotspot cannot do it

In iPhone terminology, activate Personal Hotspot. Then turn on wifi or Bluetooth to connect the other device to the iPad.

To set up your personal hotspot using an IPad:

• Go to Settings > Cellular or Settings > Personal Hotspot.
• Tap the slider next to Allow Others to Join.
