Home Telephone isn't working

Hi,
My home telephone is not working.
If i try to ring out, i get the dial tone, once i dial the number i get a noise like a fax machine.
When someone tries to ring me it says 'Your call cannot be connected at this time, please try again later, OCA0188'
My internet is working fine
