Phone Line with a continuing Beeping Tone

Hi, Same as all other people when i try to ring someone always the first call has got a beeping tone. Just spend almost more than half hour with technical support and they could not figure it out even after resetting the NBN box and the modem few times. It is now annoying when I hear the coninious beeping sound. Is there anyone who can help PLEASE.
