TPG NBN Home line - outgoing calls always get busy signal

We have NBN50 with home phone ... the home phone line can receive incoming calls, but all attempts to call out receive a busy signal (to both land lines and mobiles).

I have restarted modem and NBN ... seems only to be the outgoing calls failing.

Any troubleshooting we can do?   Modem is Archer VR1600v v1.
