Unable to make VOIP outgoing calls

Hi ,

NBN bundle VOIP home phone.

Internet is OK.

Got dial tone.

LED status Phone1 on VR1600 is lit.

Everything is OK but when making an outgoing call, it always returns with busy tone.

 

I check my TPG account and notice that TPG has forgotten to charge $10 this month.

Is it the reason why "incoming to VOIP is OK but not outgoing"?
