New modem not connecting

My new VX220-G2v modem is plugged in and all lights are blue except the Internet one.
I have waited for over 30 minutes. And then I restarted the modem. Still no change.
I have had confirmation SMS that nbn is all connected and ready go when modem arrives.
Any help would be appreciated.
